OFFICE OF THE BIDS AND AWARDS COMMITTEE - Request for Expression of Interest for CONSULTING SERVICES FOR THE DESIGN OF FARM-TO-MARKET ROADS
The Municipal Government of Socorro, Surigao del Norte, through the 20% Development Fund for the Calendar Year 2010 intends to apply the sum of TWO HUNDRED SEVENTY THOUSAND PESOS (Php 270,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSULTING SERVICES FOR THE DESIGN OF FARM-TO-MARKET ROADS. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The Municipal Government of Socorro, Surigao del Norte now calls for the submission of eligibility documents and to express interest for the supply and delivery of the following deliverables: A. PRE-DESIGN PHASE: a) Survey (Traverse, Levelling and Cross-Sectioning); b) Site Investigation; c) Soils and Foundation Investigation and; d) Construction Materials Investigation for: 1) Nueva Estrella to Salog Road - 12 kms. 2) Nueva Estrella to Sitio Sinibayan, Pamosaingan Road - 3 kms. 3) Sitio Anigaran to Sitio Calumutan, Rizal Road - 3 kms.B. BASIC DESIGN PHASE: - a) Preparation of Design Plans;
- b) Preparation of Technical Specifications;
- c) Preparation of Quantity and Cost Estimates;
- d) Preparation of Program of Work;
- e) Preparation of Proposed Construction Schedule and Estimated Cash Flow;
- f) Preparation and Submission of Design Report to the MRDP Municipal Program Management and Implementation Unit (MPMIU).
Scope of Deliverables: - a) Plans and Designs Utilizing Computer Aided Designs and Drafting Systems, as follows:
- (i) Site development plan;
- (ii) Plans and profile sheet;
- (iii) Typical sections and details;
- (iv) Drainage details where applicable;
- (v) Structural plans at appropriate scales indicating all details necessary in order that the
- complete structure can be set out and constructed
- b) Program of Works (MRDP Format with Back-up Computations; Quantity Sheets; S-Curve and GANTT Chart)
<!--[if !supportLists]--> - The Eligibility Documents will be available from July 31, 2010 to August, 2010 and may be secured at the BAC Secretariat in the Office of the Municipal Mayor, Socorro, Surigao del Norte.
- Interested consultants must submit their eligibility documents together with the Letter of Intent (LOI) on or before August 17, 2010 at 4:00 PM at the LGU Training Center, Navarro, Socorro, Surigao del Norte. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
- The BAC shall draw up the short list of consultants from those who have submitted their eligibility documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:
(i) Applicable experience of the consultant and members in case of joint ventures, considering both the overall experiences of the firms or, in the case of new firms, the individual experiences of the principal and key staff, including the times when employed by other consultants; (ii) Qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking; and (iii) Current workload relative to capacity;
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
- Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

- The Procuring Entity shall evaluate bids using the Least-Cost Selection Procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

- The contract shall be completed within Thirty (30) Calendar Days.
- The Municipal Government of Socorro reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
